I think I can solve the MP's expense systems problem!
What parliament needs is a web-based expense submission and approval system. MP's would have to enter expense claims via an online form. Receipts could be scanned electronically and uploaded to justify any claim.
The fees office or an independent administrator could then verify each claim, and either bounce it or approve it, again from the web-based system.
Each MP would have their own login user id so they can check the status of their claims, and track when they have been paid.
We the public, would also be able to go to the website to view our MP's expense claims, and see what is being approved or rejected. This way, we could all check at anytime if we are getting value for money from our public servants.
And this system does not need to cost the price of a small bank. It could easily be built by a small start-up like me at Business2dot0.
So that fixes the expense system. Sadly I cannot fix the MP's until the next election!
